The key factor in the new figures was a surge in the number of migrants coming from eastern Europe.

A separate set of data on the number of workers applying for National Insurance numbers – a key indicator of migration levels – showed how Romanian and Bulgarian nationals are driving immigration.

The number from the two countries were

up from less than 29,000 in the year ending September 2013 to 135,000 in the year ending September this year- although this set of figures includes short-term migrants and some who may have come to the country earlier but are starting work for the first time.

Restrictions on citizens of Romania and Bulgaria were lifted in January 1, giving them full access to the British job market.

Romania is now the largest group, having overtaken Poland.

The migration statistics showed 583,000 people came to Britain in the year to June, up from 502,000, while emigration was stable at 323,000.
